It depends on the story, really. If the point of the story is fleshing out characters and showing character growth as they interact with other characters and situations, such as part of a larger storyline, then the characters should develop, building off of previous entries and moving things forward. If a story is merely meant as a one time vignette, either for action, comedy or something else, then the character development isn't that important. If the character hasn't been anywhere before and isn't going anywhere in the future (narratively speaking) then don't bother trying to develop them. Hope that helps
